we are so lucky to have barack obama and joe biden now. i think this was masterful. they hit all of the problem areas. i think it's a great start. you know, i'm disappointed in the news coverage. obama talked about the assault rifles and i wasn't sure if he was saying he thought they just should be outlawed outright. i got that from him. and what they would do about ones that were already out there. do you know anything about that? >> bill: well, there would be a ban on the sale of assault weapons going forward but there is no word about what to do about the -- i think i've seen maybe 20 million 40 million that are already out there in circulation or in the hands of gun owners. >> caller: oh, man. >> bill: that's a real, real problem. >> caller: that's -- >> bill: that's why i think we need a buyback provision like they did in australia. >> caller: buyback and if someone did want to have them, they could at least -- i think they should have to have insurance, too. handguns and everything. it costs $300 billion a year in medical costs for gun shot wounds in this count

while we wait for vice president joe biden we will go back to the issue of reducing gun violence in a round table discussion from this morning's "washington journal." host: this morning we've been talking with gun owners and getting their views on what the president had to say. what do you think of the proposals that the president made yesterday? guest: i think they're very encouraging. they're historic, really. and i think they can make great strides in reducing gun violence in america and they also are completely compatible with the second amendment so i think that law-abiding gun owners should be happy with them. these are restrictions that will keep guns out of the hands of the bad guys while allowing law-abiding citizens to get their guns and it will reduce crime. host: how will these proposals keep guns out of the hands of bad guys? in your view. what specifically will do that? guest: to begin, universal background checks. current law only requires that background checks be performed by licensed gun dealers. at least 40% of gun sales take place by private sellers without any bac

let me begin by thanking our vice-president, joe biden. and for your dedication, joe, to this issue, and for bringing so many voices to the table. while reducing gun violence is a complicated challenge, protecting our children from harm should not be a divisive one. over the months since the tragedy in newtown we have heard from so many, and he not have effective as more than the families of those gorgeous children and their teachers and guardians who were lost. we are grateful to all of you who are taking the time to be here and recognizing that we honor their memories, in part by doing everything we can to prevent this from happening again. we also heard from some unexpected people. in particular, i started getting a lot of letters from kids. four of them are here today. they are representative of some of the messages i got. these are some pretty smart letters from some pretty smart young people. inna, a third grader, you can go ahead and wave. that is you. [laughter] she wrote, i feel terrible for the parents who lost their children. i
